its proper paper but the one dealing with "complaints". I have"
found too on several occasions that Mr. Craig has not exercised
sufficient supervision over the junior clerk associated with
him in the Registry.
Apart from the dislocation to and the
retardation of business which the temporary or permanent loss
of papers, and the submission of papers without the proper
former or precedent papers attached, causes, and apart from the
discredit which is reflected upon the Office in the eyes of the
public and of other offices by mistakes or delay in the Registry
it should I think, be very carefully considered whether it is
advisable to keep r. Craig in a post the proper performance of
the duties of which is essential to the making of good records
for future years. And if from the evidence which I have adduced
and if from your own and the Assistant Colonial Secretary's
experience it would appear unadvisable, I would most strongly
urge that steps should be taken to relieve him of his duties
at an early date by transfer to another Department on his present salary, or, if referred to the Governor in Executive
Council, on a reduced salary.

Concisely the charges are:-
that he is careless in the posting of his
register;
that, for this reason, papers frequently cannot
be found by him when called for, and on a few
occasions have been lost;
that he attaches correspondence to wrong files;
that he does not at all times exercise sufficient
supervision over the junior clerk associated
with him in the Registry.
